This paper is about the involvement of local communities in rural regeneration and area development partnerships. In particular it asks questions about the extent to which there are distinctive rural elements to this which differentiate and counterpoise it to such involvement in urban areas. The paper concludes that, whilst there are some commonalities between such involvement across urban and rural communities, there are also challenges particular to rural areas. These are the spatial features of rural areas, the paucity of human capital in rural communities and a much lower resource level than in urban communities. The paper concludes that these challenges can only be met effectively in rural areas where there is strong local voluntary and community sector infrastructure to support community involvement in rural regeneration partnerships. 相似文献

Abstract. Since the early part of this century, we have been trying to explain the ‘conduct’ of organizations, and of individuals within organizations and/ or bureaucracies. Weber suggested an ‘ideal-type’ form of bureaucracy. Various authors (Merton, Gouldner, Selznick, Crozier) following him have studied certain dysfunctions of bureaucracy in relation to the ‘ideal type.’ One of these dysfunctions is goal displacement, which Selznick suggests can be attributed to decentralization (delegation of decision-making authority). In this article, we shall attempt to integrate Selznick's goal displacement model with Michel Crozier's ‘strategic behaviour’ model. The main idea behind this type of analyse stratégique is that organizational actors can be considered to have a more or less rational strategy for the maximization (or, at least, the enlargement) of their power or influence. 相似文献

In the United Kingdom there is a growing conviction that CECs have an important role to play in helping health care professionals address ethical dilemmas. For example, the Royal College of Physicians, the Nuffield Trust and the unofficial Clinical Ethics Network, which has received financial support from the Department of Health, commend the use of CECs in the UK. The growth of such committees has been influenced by the legal and policy support they have received in the United States. However, there is increasing concern about both the benefits and the quality of work produced by CECs. In addition, despite the rapid increase in the number of CECs in the UK, outside of the United States they remain under-researched and no formal mechanism exists to assess their performance. As a result we know little about the structure, function, impact and effectiveness of CECs. We are currently conducting a research project funded by the Wellcome Trust that seeks to interrogate the competing claims regarding the benefits and disbenefits of CECs. This initial account of our research provides a detailed analysis of theoretical issues that surround the development and use of CECs and points towards the questions that lie at the heart of the social science strand of our project. 相似文献

Using the MMPI and the IPI, the present study examined the differences in psychometric defensiveness between two groups of law enforcement applicants: applicants identified as being deceptive and a comparison group of candidates for whom no deception was indicated. Significant differences were found on the traditional validity (minimization) scales for both instruments as well as several supplemental scales and indexes from the MMPI. A new index (Es-K) from the MMPI showed a highly significant difference between groups and good classification accuracy. The results suggest that deceptive applicants show more defensiveness on psychometric testing and that test results may assist in raising the index of suspicion for detecting deception in law enforcement applicants. 相似文献

Rubrics may be time-consuming to create but they are superior to the usual method of evaluation: a number scrawled at the bottom of an essay without any context, feed-back or feed-forward. The author has used rubrics at Kuwait International Law School since 2012 and found them useful in at least four ways: they allow students to understand what is expected of them before they attempt a task; they take the “mystery” out of marks; they encourage fairness and promote a culture of trust between student and teacher; and they allow the teacher to engage in post-task meaningful discussions with students – they create “teaching moments”. Grading becomes more transparent and the faculty becomes more accountable to their students. A group of law deans adopted the “Singapore Declaration on Global Standards and Outcomes of a Legal Education” in 2013. This article addresses how the values in that Declaration are directly met by the use of rubrics. Transparency, accountability and authenticity in law teaching are all part of the Declaration: this article argues that rubrics deliver all three. The article addresses the research behind rubrics, the connection between the Singapore Declaration and rubrics and some “lessons learnt” from the author’s teaching experiences. 相似文献

Critics have long denounced the design of suburban communities for fostering political apathy. We disaggregate the concept
of suburban design into four distinct attributes of neighborhoods. We then use tract-level Census data, the Social Capital
Community Benchmark Survey, and multilevel models to measure the relationship between these design features and political
participation. Certain design aspects common in suburban neighborhoods are powerful predictors of reduced political activity,
illustrating a potential link between neighborhood design and politics. Yet low-density environments appear to facilitate
